This makes it much easier to sell ‘old’ culture buildings and replace them with newer, shinier buildings, but the “sunken cost fallacy” might hold somebody back from selling a premium culture building, even though it did what it was supposed to do and it is now taking valuable space in the city that could be used more efficiently. If you spent money on a premium culture building, that money is gone and keeping the building in your city for as long as your game goes can inadvertently cost more money in the long run if you need to then pay for city expansions and other premium features to keep the obsolete building around.
